After King George III had closed off Boston with the coercive , or , acts , representatives from 12 of 13 colonies met in to discuss a strategy . Only neglected to send delegates . This 1774 meeting was known as the First . The delegates determined they would back Boston , British goods , and encourage each colony to set up a , or army of citizen soldiers . In New England , the volunteer soldiers were known as .
