Faced with this aggressive nationalism from Japan , Italy and Germany the League of Nations was powerless to act . America had never joined , so Britain and France were the most important members . They also were badly affected by the depression , and they had large Empires to protect . They therefore followed a policy of . It was only when Hitler broke the that they realised they would have to stand up to him . When he invaded Poland in 1939 , Britain and France declared war on Germany . World War Two had started .
