"He” takes “is,” not “are.” The correct sentence is He is running to school.

The structure is: subject + is + verb with -ing. “Am” and “are” are incorrect with “she.”

Structure of a negative sentence: Subject + am/is/are + not + verb-ing.

Adverbs like always, forever, or constantly are used with the present continuous to describe repeated actions, often with annoyance or emphasis.

We use present continuous for planned future events.
