Explanation

Verbs like: will, can, could, may, might, can are MODAL VERBS

Modal verbs don't express action so they always need to go together with an action verb: modal verb+ action/main verb

Modal verbs protect the next verb from changing form. The immediate next verb after a modal verb can't change form.

Modal verbs have a specific communicative purpose. They express specific messages such as: ability, permission or deduction. But they don't express action.

The meaning of likely is probable. This group of modals express probability and certainty.

We use [must + action verb] to say we are sure about something because we have clear evidence.

To express a deduction in the past we need to use the auxiliary verb of the perfect forms: HAVE When we use the auciliary HAVE, the next verb goes in past participle

These verbs express possibility. That means there's a bit of evidence to support you but you're not sure.

We use 3 verbs to express deduction in the past: Modal verb of deduction + HAVE + action verb in past participle

The verbs "can't" and "couldn't" for deductions express you are sure something is impossible, not true or improbable.
