Universal suffrage
The
fundamental mechanism of citizen participation is universal, free, equal,
direct and secret suffrage, through which it elects its leaders or
representatives for a given period. The elections are carried out by the
majority or proportional representation systems, or combination of both.
The greatest
representative of citizens in a democracy is the one who wields the executive
power, i.e. the President of the Government. However, other executive positions
of regional or local rank, as well as legislative charges, are also
democratically attributed by voting.
In this
sense, democracy is also the government of the majorities, but without
neglecting the rights of individuals or neglecting minorities.
