The provinces are divided into cantons.
The cantons are divided into urban and rural parishes.

An autonomous government

What does autonomous government mean?

An autonomous government can take its own decisions because it has its own resources.

Prefect of the Province

The prefect and his functions

The prefect is the highest authority of the province elected by popular vote. The prefect works four years. His main functions are:

• Take care of the environment.
• Plan the development of urban areas .
• Control pollution.
• Build irrigation systems.
• Plan to build and maintain the roads of the province in good state.

The governor

The governor

The governor is the representative of the national government in the province. The governor plans and controls the government works.

But Pichincha doesn`t have a governor because the president live in it.

Political boss
It is appointed by the President.

He coordinates with the members of the municipal council for the projects.

MAYOR

Mayor

The municipality is the institution where the mayor works.

He carries out projects like
sewer, street lighting,
garbage collection, drinking water
good condition for human consumption and more.

He is the maximum authority of the canton, elected by popular vote.
